A Non Conformance has been identified with the Market Design in relation to the 260 Market Message. Market Message Guide Meter Works states:-

– The 260 Observation of problem, Damage or Tampering message allows the Supplier registered to the Meter Point to notify Networks of problems identified at a Meter point.

A validation check is made to ensure that the Supplier is registered to the Meter Point. This check is not operating as designed as a non-registered supplier can currently send a 260MM and is not rejected. It has also been confirmed that this check is not operating in NI.
