CER /08/070 (Public Lighting and Unmetered Supplies – April 2008) , outlines the separation of Public Lighting Assets from ESB’s networks to facilitate third party access to work on public lighting mounted on ESB networks.
In addition to the cost of physically unbundling Public Lighting and DSO Assets, there is some badly corroded public lighting equipment mounted on ESB poles which is hindering ESB Networks in carrying out LV refurbishment programmes agreed under the price improvement programmes. Local Authorities do not have the funds to address this issue so an agreement has been reached between ESBN, CCMA and CER to carry out the work on behalf of Local Authorities and allow ESB Networks to recover these costs through a premium on the DUoS tariff (applicable to Local Authority unmetered Public Lighting only).
