Analysis of scenarios, such as Local Authority boundary changes, where it is found a TMPRN should move from one GMPRN to another reveals the need for an additional Unmetered MPD.

To support this, a new Transaction Reason Code “CoG” should be added to the 700 Technical Characteristics Market Message to reflect the Change of Group MPRN.

An MPD will be required to document the circumstances under which this new code would be used, andthe procedures to be followed. However, as discussed in DR 0066 it is proposed to apply the XML schema change in advance of the drafting of this MPD.
