New process for registration of sites which are currently de-energised is that the receipt of the validated

registration request is an automatic request for energisation. This is not how the process currently works

and should not change. The current process is that the registration request is reject if the site is deenergised.

Propose that an additional flag be added to Message 010 to indicate that for sites currently de-energised

energisation should go ahead on receipt of M010 if the flag is selected – if the flag is not selected then

the registration request should be rejected with a reject reason of “de-energised site”.
